United Filipinos Hong Kong Calls for Urgent Legal Action Against Prisca Nina Mabatid

United Filipinos in Hong Kong is urging the Philippine government to take immediate action and file charges against Prisca Nina Mabatid. Sworn statements from 22 migrant workers have implicated Mabatid in a student visa scam that defrauded them of approximately $400,000 (Php3 million).

Dolores Balladares, the chairperson of Unifil-Migrante HK, expressed concerns about the lack of progress in delivering justice for the victims. Despite the substantial evidence provided by the complainants to the Department of Migrant Workers, National Bureau of Investigation, Senator Raffy Tulfo's office (who oversees the Senate committee on migrant workers), and President Bongbong Marcos, the agencies involved have been frustratingly slow in filing charges.


Balladares posed the question, "Where can the victims find justice if the government is not actively resolving these issues?"


In addition to the affected overseas Filipino workers (OFWs) in Hong Kong, around 150 Filipinos from various parts of the country and overseas have lodged complaints against Mabatid and two associated companies, PinoyCare Visa Center and Opportunities Abroad. These complainants claim to have been deceived into paying a minimum of Php100,000 each with the promise of assistance in obtaining work in Canada through a student visa program.



The Department of Migrant Workers (DMW) and National Bureau of Investigation (NBI) have assured the complainants and the Senate committee that they have filed charges of large-scale illegal recruitment and syndicated estafa against Mabatid and her co-accused. However, no court documents have been presented to support these claims.


Balladares highlighted the lack of progress, noting that despite the significant number of victims and complainants, as well as video evidence of fraud and the DMW's declaration that Mabatid's agencies are illegal, no cases have been filed.


Furthermore, Balladares expressed concern that Mabatid has been allowed to harass her victims and even filed a cyberlibel case against lawyer Daisy Mandap, a respected journalist and advocate for migrant rights who reported on the case. This is despite the case being covered by other mainstream publications in Hong Kong.


According to the OFW complainants, during Mabatid's recruitment drive in Hong Kong on February 19, 2023, she, along with her partner Russ Mark Gamallo and OFW blogger Bryan Calagui, promised to help them relocate to Canada within three months through a work-study program if they paid a processing fee of HK$18,731 on the spot or within three days.


When Mabatid and her staff failed to fulfill the promised assistance, the complainants sought police intervention to secure a refund when the group returned to Hong Kong on June 18 of the same year for another recruitment activity at the Sunbeam Theater in North Point.
