The Hong Kong Observatory (HKO) has announced that it will issue the Strong Wind Signal No. 3 at 2:40 PM today due to the approaching Tropical Storm Toraji. As of 10 AM, the storm was located approximately 300 kilometers southeast of Hong Kong and is expected to move west-northwest at around 12 kilometers per hour, passing within 200 kilometers south of the territory on Thursday.
The Observatory indicated that it will evaluate the necessity of issuing higher Tropical Cyclone Warning Signals based on the storm's intensity, the proximity of its gale winds to the Pearl River Estuary, and any changes in local wind conditions.
