In recent months, the number of individuals applying to join the Hong Kong police force has experienced a significant increase after the easing of entry requirements last year. The Secretary for Security, Chris Tang Ping-keung, revealed that monthly applications for all positions within the force, including auxiliary officers, have risen on average by 55% to 90% since the removal of certain physical restrictions in May.
One notable change implemented in May was the elimination of height and weight thresholds for candidates of all ranks. Additionally, candidates are now allowed to wear glasses or contact lenses during eye tests. These adjustments have opened up opportunities for a wider pool of applicants.
For aspiring constables, there is now an option to take the force's written test to demonstrate proficiency in Chinese and English, rather than relying solely on public examination results. In September, the physical fitness test was also modified separately, aimed at attracting more potential candidates.
From May to December of the previous year, the force received an average of 478 applications per month for inspector positions, 644 applications for constable positions, and 283 applications for auxiliary police constable positions. Compared to the eight months prior to the relaxation of entry criteria, there has been a remarkable 90% increase in the average number of monthly applicants for inspector positions. Applications for constable and auxiliary police constable positions rose by 80% and 55% respectively.
Despite the surge in applications, Secretary Tang disclosed that less than half of the candidates who took the force's language tests managed to pass. As of last year, only 49.4% of 87 candidates who underwent the Chinese test achieved a passing mark, while a mere 27.6% out of 623 candidates who took the English test met the language proficiency requirement.
To proceed to further selection rounds, applicants must also pass a Basic Law and national security law test, as well as eyesight and physical fitness tests. They are required to have scored at least level 2 or above in five subjects, including Chinese and English, in the Diploma of Secondary Education (DSE) exam.
In addition to the relaxed entry requirements, the force conducted multiple recruitment drives in mainland China last year, specifically targeting Hong Kong students studying there. These efforts attracted 2,898 students, with 852 applying on-site. Out of these applicants, 266 were for inspector positions, 551 for constable positions, and 35 for auxiliary police constable positions. By the end of the year, 23 constables had joined the force, while others were still progressing through the selection process. Furthermore, 93 graduates from outside Hong Kong joined through overseas recruitment campaigns.
Recognizing the ongoing manpower shortages within the police force, Tang emphasized the need to continue recruitment efforts and implement effective manpower planning strategies. The force has struggled to meet its recruitment targets in recent years, resulting in thousands of vacancies. With the reopening of borders worldwide, the force intends to resume its overseas publicity and recruitment initiatives.
The starting monthly salary for a constable, the most junior rank, is approximately HK$28,000 (US$3,580), while inspectors earn around HK$50,000. The surge in applications following the relaxation of entry requirements indicates a positive response from individuals interested in joining the Hong Kong police force, which will help address the existing recruitment challenges and fulfill the community's demand for police services.
