Shenzhen Commits to Promptly Notify Hong Kong about Flood Discharge Plans: Chris Tang

In a significant development, Shenzhen has agreed to notify Hong Kong as soon as possible when planning flood discharge, according to Chris Tang, the Secretary for Security. Previously, the Shenzhen government would only inform Hong Kong after making the decision to release floodwaters. However, following discussions between Tang and Shenzhen authorities in November last year, an agreement was reached to promptly notify the Hong Kong government in advance of flood discharge.

Tang revealed that during a flood discharge from the Shenzhen reservoir in September last year, the Shenzhen authority informed the Hong Kong government 45 minutes prior to the event. In turn, the Hong Kong government released a press release 16 minutes before the discharge to inform the local residents. Although Tang acknowledged that the timing of the news release could have been improved, he emphasized that efforts were being made to ensure timely communication with residents and to provide them with appropriate instructions.


The discussions took place during a session of the Panel on Security of the Legislative Council, which focused on the emergency response arrangements in the Guangdong-Hong Kong-Macao Greater Bay Area. Lawmakers expressed concerns regarding the coordination and arrangements for flood discharge on the mainland. Tang's announcement regarding the commitment from Shenzhen to notify Hong Kong in advance aims to address these concerns and improve the emergency response mechanism between the regions.



Tang further highlighted the establishment of a more systematic emergency response operation mechanism under the Guangdong-Hong Kong-Macao Emergency Management Cooperation and Greater Bay Area Emergency Response Operation Cooperation Framework Agreement. This mechanism will facilitate joint handling of incidents and explore ways to enhance the smooth flow of emergency response personnel, equipment, and supplies between Hong Kong, Macau, and Shenzhen during emergencies.


The commitment by Shenzhen to notify Hong Kong in advance of flood discharge plans is a positive step towards improved coordination and communication between the two regions. It will contribute to better preparedness and response during emergency situations, ensuring the safety and well-being of residents in both areas.

根據保安局局長鄧炳強的消息,深圳已同意在計劃進行洪水排放時盡快通知香港,這是一個重大進展。以前,深圳政府只會在決定釋放洪水後通知香港。然而,在去年11月鄧炳強與深圳當局的討論中,達成了在洪水排放之前及時通知香港政府的協議。
