Philippines Set to Launch Digital National ID in June, Confirms IT Chief

The Department of Information Communication and Technology (DICT) Secretary, Ivan John Uy, announced that the Philippines is preparing to launch its first digital national identification card in June. This significant development was shared during a gathering of Filipino community members at the Consulate on March 14.

Secretary Uy explained that the digital ID can be easily generated through the eGovPH mobile app developed by the DICT. Once obtained, Filipinos will be able to utilize this digital ID for various transactions with government agencies and banks, eliminating the need for a physical card. However, individuals must first register with the Philippine Statistics Authority (PSA) or one of its registration centers to obtain the digital ID. The registration centers can be found on the official website of the Philippine Identification System (https://philsys.gov.ph/registration-center/).



Filipinos who have previously registered with the PSA but have not yet collected their physical ID cards can now access a digital copy of their ID through the eGovPH app. The app offers a wide range of functionalities, including the ability to obtain a driver's license, secure professional licenses from the Professional Regulation Commission, acquire overseas employment certificates and e-travel for overseas Filipino workers, obtain e-apostille documents from overseas posts, integrate medical health records at PhilHealth (Philippine Health Insurance), report crimes to the police within a 3-kilometer radius through the e-report function, apply for jobs through the e-jobs matching service, make electronic payments of taxes through eGovpay, and even purchase medicines remotely with potential home delivery options within the Philippines.


One of the key advantages of the digital national ID is its ability to streamline processes and eliminate the need for repetitive form-filling and submission of multiple government-approved ID cards at different government departments. The digital ID serves as a comprehensive proof of identity for all transactions, making it more convenient for individuals to access services.


The eGovPH app incorporates advanced security measures to safeguard user data. It utilizes live facial recognition technology to authenticate users whenever they access their data. With over 100 facial recognition points, the app can even recognize individuals who have undergone cosmetic or corrective facial surgery. Additionally, the app continually updates facial identification to ensure accurate recognition despite changes in appearance over time.


Secretary Uy acknowledged the ongoing threat posed by cybercriminals and emphasized the multi-layered cybersecurity measures implemented within the app itself and by each government agency. To enhance security, the Department of Information Communication and Technology conducts surprise scans of government agency websites to prevent potential hacking incidents.


While the integration of services onto the digital platform may take some time, Secretary Uy assured the audience that the government is working diligently to standardize data across different departments. Harmonizing these processes will ultimately enhance the efficiency and effectiveness of the digital ID system.


The Philippine Identification System has already registered 85 million individuals for the PhilID, with 50 million physical ID cards distributed out of the 54 million printed. The printing of additional cards is ongoing, and it is expected that all registered individuals will receive their cards by the end of the year.


Secretary Uy's visit to Hong Kong was part of his participation in the Innovation Expositions in Smart Cities, which included events in Manila, Cebu, and Davao. The Consul General Germinia Aguilar-Usudan requested Secretary Uy to explain the impact of digitalization on overseas Filipinos, particularly overseas Filipino workers (OFWs).


The launch of the digital national ID represents a significant step forward in streamlining government services and enhancing the convenience and security of transactions for Filipinos.

菲律賓身分識別系統已為 PhilID 登記了 8,500 萬人,其中 5,400 萬張實體身分證已分發到其中 5,000 萬張。 額外卡片的印刷工作正在進行中,預計所有註冊個人將在今年年底前收到他們的卡片。
