Starting July 10, 2024, non-Chinese permanent residents of Hong Kong and Macao will be eligible to apply for special travel documents to facilitate travel to and from mainland China. This policy, announced by China's National Immigration Administration, aims to further integrate these regions with the country's national development strategies and enhance cross-border exchanges.
Under the new initiative, both Chinese nationals and non-Chinese permanent residents of Hong Kong and Macao will be granted Mainland Travel Permits. These permits, valid for five years, will allow multiple entries into mainland China, with each stay not exceeding 90 days. Applicants can apply for the permits through designated agencies such as the China Travel Service in Hong Kong or the Macao China Travel Agency.
The permits will enable expedited customs clearance through dedicated fast-track lanes after registering biometric data, including fingerprints, at the border. However, the policy stipulates that permit holders are not allowed to work, study, or engage in journalistic activities in mainland China without obtaining the appropriate visas or residence permits.
Hong Kong Chief Executive John Lee expressed gratitude to the Central Government for their support and acknowledged the valuable contributions of non-Chinese Hong Kong permanent residents, including foreign talent, who are eager to seize opportunities in the Guangdong-Hong Kong-Macao Greater Bay Area. This measure, Lee said, will provide clearance convenience for international talent, regardless of nationality or industry, and align with the HKSAR Government's efforts to promote two-way talent flow and contribute to the country's development.
方便非中國籍香港及澳門永久居民跨境往來的新旅遊證件政策
自2024年7月10日起,香港及澳門的非中國籍永久居民將有資格申請特別旅遊證件,以便前往和返回中國內地。這一政策由中國國家移民管理局於星期一宣布,旨在加強這些地區與國家發展戰略的融合,並增進跨境交流。
根據新政策,中國公民和香港及澳門的非中國籍永久居民都將獲發內地旅遊證。這些證件有效期為五年,允許多次進入內地,每次停留不得超過90天。申請人可通過香港的中國旅行社或澳門的中國旅行社等指定機構提出申請。
持證人在內地邊境登記指紋等生物識別信息後,可以通過專用快速通道加快通關。不過,政策規定持證人不得在內地工作、學習或從事記者活動,除非獲得適當的簽證或居留許可。
香港特首李家超表示,感謝中央政府的支持,並肯定了非中國籍香港永久居民包括外國人才的寶貴貢獻。他說,這一措施將為國際人才提供通關便利,不論國籍或行業,這與香港特區政府推動雙向人才流動、為國家發展做出貢獻的努力是一致的。
