Maid Arrested in Crackdown on Touting at LCSD Tennis Courts

On July 13th, 2024, the Leisure and Cultural Services Department (LCSD), Immigration Department (ImmD), and Hong Kong Police conducted a joint operation targeting touting activities and other illicit behavior at recreation and sports venues. The operation focused on tennis courts in Wan Chai District, resulting in the arrest of three suspected scalpers at Victoria Park's tennis courts.

One of the arrested individuals was a foreign domestic helper who was suspected of violating her condition of stay by profiting from the transfer of tennis court user permits. The ImmD also arrested another person who was suspected of unlawfully using and possessing another person's Hong Kong ID (HKID) card without a reasonable excuse. The ImmD is continuing its investigation into potential immigration offenses by the suspects.


The joint operation also uncovered four cases where hirers violated the "Conditions of Use of Recreation and Sports Facilities" set by the LCSD at the Victoria Park and Hong Kong Tennis Centre tennis courts. The LCSD promptly penalized the hirers involved, including suspending the booking rights of one hirer for 360 days after they were found to have illicitly lent their HKID card to another person to access the sports facilities.


The LCSD emphasized its commitment to ensuring fair usage of recreation and sports facilities and its collaborative approach with law enforcement agencies to combat touting activities and other criminal offenses. The department also plans to introduce additional measures to further enhance its efforts against touting.


The LCSD appealed to the public to refrain from purchasing sessions or booking services from scalpers, as user permits are non-transferable. Users of the LCSD's "SmartPLAY" platform were also reminded to manage their accounts responsibly and safeguard their personal data to avoid potential losses and unlawful exploitation.


外籍家庭傭工在懲治場地黃牛活動的聯合行動中被捕


2024年7月13日,康樂及文化事務署(康文署)、入境事務處和香港警方聯手展開行動,針對娛樂及體育場地的黃牛活動及其他非法行為。行動集中在灣仔區的網球場,最終在維多利亞公園的網球場成功拘捕三名疑似黃牛的人。


其中一名被捕人士是一名外籍家庭傭工,她涉嫌違反逗留條件,從轉讓網球場使用者許可證中牟取私利。入境事務處亦拘捕了另一名疑似非法使用及管有他人香港身份證的人。入境事務處正在繼續調查這些嫌疑人涉及的移民罪行。


聯合行動還發現在維多利亞公園及香港網球中心的網球場,有四宗違反康文署「康樂及體育設施使用守則」的個案。康文署隨即對有關出租人作出處罰,包括暫停一名出租人的預訂權利360天,因他被發現非法將身份證借給他人使用設施。


康文署強調會繼續與執法機關合作,積極打擊黃牛活動及其他犯罪行為,並表示會採取額外措施,進一步加強打擊黃牛的力度。


康文署呼籲公眾不要購買黃牛的場地或預訂服務,因為使用許可證是不可轉讓的。「SmartPLAY」用戶亦被提醒要負責任地管理自己的賬戶,保護個人資料,避免遭受損失和非法剝削。
