Hong Kong will grant residency to investors with investments up to HK$30 million (US$3.83 million)

HONG Kong is commencing a programme in 2024 that will grant

residency to anyone who invests HK$30 million (US$ 3.83 million) into the city as it increases the efforts to revive its position as a financial centre and strengthen revenue.



The programme that was stated to start in the middle of next year would include mandatory HK$3 million investment into a portfolio run by Hong Kong Investment to support local technology and innovation. Other eligible assets include stocks, debts and funds. Industrial and commercial real estate are capped at HK$10 million. Residential real estate is excluded.



The move is expected to bring in HK$120 billion for Hong Kong annually, Secretary for Financial Services and Treasury Christopher Hui said on Tuesday, 19th of December.


Hui added that he estimates 4,000 people could participate each year.


It is the latest move to attract talent and capital as the city is facing fierce competition from peers including Singapore. In addition to population outflow amid political clampdowns, Hong Kong is also seeing dwindling revenue from land sales due to a slump in the property market.


The programme was earlier announced by Hong Kong Chief Executive John Lee’s policy address in October as the Capital Investment Entrant Scheme.


The scheme was previously implemented in 2003 to stimulate economic growth, before being halted in 2015. The relaunch underscores how the years-long COVID-19 pandemic and ensuing economic slowdown are prompting the government to seek new avenues of growth.

Hui 補充說,他估計每年有 4,000 人可以參加。


這是該市吸引人才和資本的最新舉措,因為該市正面臨來自新加坡等同行的激烈競爭。 除了政治打壓導致人口外流外,香港的土地銷售收入也因房地產市場低迷而減少。


香港行政長官李家超早前在 10 月的施政報告中宣布該計劃為「資本投資者入境計劃」。
