Hong Kong Observatory issued its first red rainstorm warning of the year as the heavy rain instigated flooding in some parts of the New Territories this morning.
According to Observatory, Tseung Kwan O and Clear Water Bay in Sai Kung district have recorded more than 140mm of rainfall since an amber rainstorm warning was issued at 7.40am.
The signal was upgraded to red at 8.55am, meaning heavy rain exceeding 50mm over an hour had fallen or was expected to fall generally across Hong Kong, and was expected to continue.
“Under the influence of an upper air disturbance, thundery showers continue to develop over the territory … It is expected that severe rainstorms will continue to affect some areas in the eastern part of the territory,” the forcaster said.
At 11:45 am the Hong Kong Observatory report said "An area of intense thundery showers now over the Pearl River Estuary is gradually moving eastwards. It will affect Hong Kong in the next couple of hours. If it continues to edge closer to Hong Kong and maintains its intensity, the Observatory may issue the Black Rainstorm Warning Signal in the next couple of hours. The Observatory will closely monitor the development of the rain areas.
“Members of the public should stay on high alert.” HKO said.
The Transport Department stated that all lanes along Ying Yip Road and part of Wan Po Road in Tseung Kwan O were closed due to flooding, with motorists told to seek alternative routes.
The report said there is a large public car park near Lohas Park that became flooded which therefore caused the submersion of hundreds of private vehicles in water.

據天文台稱，自早上7時40分發出黃色暴雨警告以來，將軍澳及西貢區清水灣錄得超過140毫米雨量。
上午8時55分，訊號升級為紅色，表示全港已下或預計將普遍下超過一小時超過50毫米的大雨，並預計持續。
預報員說：“受高空擾動影響，本港繼續有雷陣雨……預計本港東部部分地區將繼續受到嚴重暴雨影響。”
“公眾應該保持高度警惕。” 香港天文台說。
上午11時45分，香港天文台報告稱：「珠江口上空有一陣強烈雷陣雨，正逐漸向東移動，將在未來數小時影響香港。若繼續靠近香港，將會影響香港。」並維持其強度，天文台或明年發出黑色暴雨警訊

運輸署表示，將軍澳營業路及部分環保道路沿線的所有行車線因水浸而封閉，並要求駕駛人改道。
報導稱，日出康城附近有一個大型公眾停車場被水浸，導致數百輛私家車被淹沒。
