Hong Kong leader calls on environment minister to figure out 'sharper and clearer' ways of disseminating waste-charging scheme information to the public



Chief Executive John Lee Ka-chiu said on Tuesday that the message has been conveyed to the environment minister to figure out what he called a  “sharper and clearer” dissemination of effective information for the city to be aware of the charges scheme that would be placed on waste disposal to lessen the level of rubbish dump into landfills.


Originally, the scheme was meant to be implemented by the end of 2023, but it was held until this April after authorities found out that more time would be needed to work out the logistics.


Hong Kong leader said large-scale, continuous and repeated efforts were needed to promote the scheme and educate residents.


Lee said “I have asked the secretary for environment and ecology to ensure the action plan for the waste-charging scheme, has its details worked out and clearly explained to all relevant parties,” referring to property management companies, the catering industry and residents.


Chief Executive added “All this information needs to be clearly explained, spelt out and easily available for everybody. So, the Environment and Ecology Bureau will work harder on holding seminars, doing press conferences, explaining whenever they can with different stakeholders and also working out good questions and answers so that people can easily understand what their roles will be, their legal responsibilities and how things will work out".



According to this upcoming scheme, it is slated for residents to collect their rubbish inside a bag that has been prepaid at 11 HK cents (HK$0.1) per litre (1kg). This policy will go for the first 3 years. And the bags will be available in nine different sizes from three litres (3 quarts) up to 100 litres.


Starting from April 1, residents will be charged for the waste they dispose of as part of the government’s municipal solid waste-charging campaign.
