Hamas laid out its proposal on Tuesday in response to the latest cease-fire deal brokered by US, Qatari and Egyptian negotiators. It calls for the Israeli military to ultimately leave Gaza altogether.
In the militant group’s proposal, both sides would observe a three-stage cease-fire over 135 days(4.5 months truce) each stage lasting 45 days, during which hostages and Palestinian prisoners in Israel would be released including bodies and remains of dead hostages. Israeli officials believe that Hamas has the bodies of at least 32 hostages who died either during the Oct. 7 terrorist attack or while in captivity.

However, Prime Minister Benjamin Netanyahu of Israel has publicly rejected a Hamas counterproposal for a cease-fire. Mr Natanyahu said on Wednesday that an Israeli victory in Gaza was “within reach.”
“There is no solution besides total victory,” Mr. Netanyahu said during a news conference in Jerusalem, shortly after meeting with the U.S. Secretary of State, Antony J. Blinken, to discuss peace proposals. “If Hamas survives in Gaza, it’s only a matter of time until the next massacre,” he added.
With no specification on any details of the Hamas proposal, Mr Netanyahu said “surrender to the ludicrous demands of Hamas” would neither free the over 100 hostages still in Gaza nor restore Israel’s security.
Mr Natanyahu's comments stood as discouragement and a loss of hope in what the mediators have said to be the reflection of potential progress offered by Hamas on Tuesday.
The report said that Mr. Netanyahu's leadership had furthermore authorized the military to advance south toward Rafah, the southernmost city in the Gaza Strip. The zone where over one million Palestinians are believed to have taken shelter from the fighting. Many Gazans who have been displaced several times have joined the swelling tent camps of the displaced in the Rafah area.
