In a bid to discourage locals from engaging in extreme weather chasing activities, the government has announced plans to enforce strict penalties including imprisonment and fines. Chief Secretary for Administration, Eric Chan Kwok-ki, expressed the government's determination to enhance strategies and measures to deal with extreme weather conditions. A joint press conference was held to address preparations for the upcoming typhoon season, focusing on strengthening forecast warnings and implementing emergency and recovery procedures.
Chan criticized individuals who continue to hike or chase the wind during extreme weather, highlighting the risks they pose to their own lives as well as the lives of rescue workers. To combat this behavior, the government intends to take decisive enforcement actions to generate a deterrent effect. Under Secretary for Security, Michael Cheuk Hau-yip, revealed that rescue workers have been deployed 35 times over the past three years for mountain and water search and rescue operations during extreme weather.
The government also announced additional measures, such as the closure of beaches and country parks during extreme weather conditions. Violators of the ban will face fines of HK$2,000 and a possible jail term of 14 days. Furthermore, the MTR trains, previously suspended in open sections of the railway under Storm Signal No. 9, will now strive to reach their final destination or major stations connected to shopping malls or commercial areas before ceasing operations.
Chan highlighted the precautions undertaken by the Drainage Service Department, including the expansion and improvement of drainage facilities, and the provision of more timely weather information from the Hong Kong Observatory.
