Former employer searches for 'missing' Filipina domestic helper

Updated: Jan 3

A 61-year-old Filipina domestic helper named Leticia "Letty" Rubio Ignacio has been reported missing in Hong Kong. She was arrested on September 4 of the previous year for not possessing a valid Hong Kong ID card. It was discovered that Letty had overstayed her visa since 2005, as she failed to renew it or submit a new employment contract. Her former employer, Anna Poon, who had immigrated to the United States, continued to pay Letty her monthly salary out of a promise to take care of her.

Letty had been employed by Poon since arriving in Hong Kong in 1985. However, after Poon's family moved to the U.S., Letty stopped processing a new employment contract, leading to her visa overstay. Letty was residing in Poon's house in Shek Kong, New Territories until her arrest in September. After the arrest, Letty made a phone call to a friend but has not been heard from since. She has also stopped using her Facebook account.

Poon's daughter, Elizabeth, who was cared for by Letty for 20 years, expressed concern over Letty's well-being. When they contacted the Immigration Department, they were informed that Letty might be mentally unwell and might not remember them, which could be why she was not granting access. Elizabeth mentioned that a neighbor and friend attempted to visit Letty at the Immigration detention center, but they were turned away. Despite following the advice of Immigration officers to write letters to Letty, all their letters were returned unopened. Immigration refused to provide more information and stated that Letty was no longer in the detention center.

The Poon family sought assistance from the Philippine Consulate but received little help. The consulate provided Letty with a phone card and a hygiene kit but stated that she refused to communicate with them. However, consulate sources mentioned that Letty is still being held at the immigration detention center but is not allowing anyone to see or speak with her. Elizabeth expressed her worries, highlighting that Letty has been in Hong Kong for nearly 40 years, has limited family in the Philippines, and limited access to funds. They simply want to ensure Letty's well-being and find a way to assist her.
