Eastern Court jailed Hong Kong police for presenting fake documents to secure a loan of HK$165,000

A Hong Kong police sergeant who presented fake statements to the police's credit union and borrowed loans twice for a total of HK$165,000 appeared before Eastern Court on Thursday (21st of September, 2023).


According to the reports, Wong Pak-lun, 47, was pleading guilty to two counts of fraud and was sentenced to 3 months imprisonment.


It was discovered that he was repaying another loan company before he decided to borrow a fresh loan from the Police Credit Union in 2017 and 2019 but presented false documents to prove a clean record.


The reports said he lied to the police credit union that he was repaying HK$5,000 and HK$9,000 instead of the factual payments of HK$22,000 and HK$39,000 monthly after getting loans of HK$520,000 and HK$780,000 from other loan companies.


Eventually, his two applications were approved by the police credit union and a total loan of HK$110,000 was given in 2017 and HK$55,000 in 2019.


The Principal Magistrate, Ivy Chui Yee-mei on Thursday condemned the defendant for lacking restraint in spending money and for the gambling addiction which made him indebted.


“As a police officer, the defendant should understand and obey the law better than anyone else, but he deliberately committed a continuous act of deceit,” she said.


The magistrate said Wong had borrowed money from several lenders over the past 10 years and used the cash to indulge in luxuries he could not cover with his sergeant’s income.


The Magistrate ruled out giving the defendant a suspended sentence or community service but declared the defendant had to accept responsibility for his actions and bear the legal consequences.


In mitigation, the defendant's counsel said that had settled his debts and shown remorse for this kind of serious offence that would possibly cost the sergeant his job and pension.


The lawyer also described Wong as a veteran of the force who had earned several commendations during his service.


The magistrate initially imposed a prison sentence of six months for both counts, but discounted that period by a third to reflect the defendant’s timely guilty plea and knocked off another month in light of his long-term police service.




香港警察因提供虛假文件以獲得貸款而被東區法院判入獄



香港警長週四(2023年9月21日)在東區法院出庭,向警方信用社提供虛假陳述,併兩次借出貸款,總額達165,000港元。

據報道,47歲的黃柏倫承認兩項詐欺罪,被判入獄3個月。

被發現在2017年和2019年決定向警察信用合作社借新貸款之前,他正在償還另一家貸款公司,但他提供了虛假文件以證明無犯罪記錄。

報道稱,他向警方信用社謊稱自己從其他貸款公司獲得52萬港元和78萬港元的貸款後,每月償還5,000港元和9,000港元,而不是實際每月償還22,000港元和39,000港元。

最終,他的兩次申請均獲警察信用社批准,分別於2017年和2019年分別發放了11萬港元和5.5萬港元的貸款。

首席裁判官徐宜媚週四譴責被告花錢無節制,且沉迷賭博而負債累累。

「作為一名警察,被告應該比任何人都更了解和遵守法律,但他故意做出持續的欺騙行為,」她說。

治安法官表示,黃在過去10年裡向多家貸方借了錢,並用這些現金去享受他的警官收入無法支付的奢侈品。

治安法官排除了對被告緩刑或社區服務的可能性,但宣布被告必須為其行為承擔責任並承擔法律後果。

被告的律師表示,他已經清償了自己的債務,並對這種可能導致警官丟掉工作和退休金的嚴重罪行表示悔恨。

該名律師也稱黃是一名退伍軍人,在服役期間曾多次獲得嘉獎。

治安法官最初對這兩項罪名判處六個月監禁,但由於被告及時認罪,因此將刑期減少了三分之一,並鑑於他長期在警察部門服役,又減刑了一個月。
